It will be the bra she is wearing as the are lots of different styles like: Push Up, T Shirt, Strapless, Balcony, minimiser, full cup, half cup and many more also different makers have a different idea of the size.
For example my measured size in Marks and Spencers own bras are too small but the same size fit me if the makes Ballet and is too big if from Triumph but on the label they all state the same size.
Also the style of the clothes mean a different bra may be needed say that if it is a say a strapless dress you would not wear a push up bra as they straps would show you might wear a strapless one that can squash you a bit.
For us women we have to be selective on our underwear to make our clothes look the best and not all styles suit us and certain material or patterns on the fabric make our body shape look different.

All women's do!! Depends on a lot of things - the bra she's wearing, the dress/top/shirt etc. she's wearing and the way it's cut, how much material, what type of material, also some women's breasts get bigger when they're due for their period. It could be any of these or other people may be able to come up with different answers! I find myself - it's usually one of these three things that make mine look bigger. Hope it helps!!

that is why different clothes are cut differently. Everything changes the shape of a person.
Put on a shirt with horizantel stripes. It will make anybody look fat, a shirt with virtical stripes will make the same girl look thin. that is why so much is spend on clothes and design. To try to give the visual impression of the best possible body on everybody.

The clothes are all made different. It could be the style or the size. Do you want her to look like she has big breast so that other men will want to stare at her?

If she dresses fitly the breast looks big. If she dresses loosely you won't have the luck to appreciate her beautiful big.

Most probably she keeps on changing bras, or her bra size.Also when she has a period her breasts will grow and look bigger.
