Yahoo has Geocities, which uses templates to build your own site. Its very user friendly and all you have to do is select the area where you want to add text and pictures and there you have it, a site.
If you want more custom sites, then either pay someone to build one or learn HTML, CSS, JavaScript, and other web languages. You can get away with just knowing HTML, but I would suggest learning CSS as well. It's easy and really adds to the site.
