After the most recent tsunami in S. Asia, there's monitoring/warning systems in place. However, residents of these places become complacent when they run drills. (Similar to the reaction of residents who hear the drill alarm around Indian Pt nuclear power plant, NY, built atop a fault line!)
For developed countries like the U.S., we can use collected data about sea levels (over time) to determine how near to the coastline that people should be permitted to occupy. We can use Hawaii as the model.
Most tourists to Diamond Head area, have no knowledge of the reason for the wide, open area near a beautiful shoreline. Likely to think that it's a waste not to have homes / hotels at the shoreline. Hotels are built to permit the seawater to flow freely through the lower floors. And these hotels are located as far back as their tsunami flooded to.
And so, Thailand is rebuilding their hotels ON THE SHORELINE for the tourists who return there. Louisiana is rebuilding their levies, flooded towns and cities when it's completely illogical. And do you believe the Californians will move inland away from the coastline?
People are drawn to the sea, for the beauty and for most of world...for food source. Water is the source of life. (Nuclear power plants need it for coolant water for example.) "Live by the source; die by the source." Mother Nature will continue to challenge 7 billion humans with earthquakes and the resultant tsunamis. And our Homo sapiens species have thrived very well, don't you agree?

Move away from the coast. But be prepared for whatever natural disasters are prevalent at your new location.
