I have checked front discs and pads. Appears to be working fine. Checked back brakes for shoes, operation and adjustment. Everything seems ok. What is the problem?

shouldn't be any air in the system unless you have had the hydraulic system open (for component replacement) or gotten low on fluid or a leak, if none of the above you may have a bad master cylinder, it's possible not to have an external leak but if the master is bad it will allow fluid past internal seals and cause a low pedal without an external leak, usually if you have a bad master the brake pedal will become harder when the pedal is pumped when braking

It sounds like the brake master cylinder is bad, but it also could be a leak in a brake line. The master cylinder has seals that do wear out, and this causes the brake pedal to be low and the brakes to not work at full capacity.

Are you losing brake fluid? if you are check for a leaking caliper, line or brake cylinder in the rear. If no leaks are found, replace the master cylinder and bleed the brakes.

You have a bad master cylinder. Easy to replace and not too expensive. Fix in now before something bad happens. Good luck.
