If you're running xp and you want a fast pc, it matters less who you buy it from and more that you avoid a Celeron or (AMD celeron alternative) processor and get at least a gig of RAM. See if you can get a Pentium 4 anywhere with over 3 gig chip and over 1 gig RAM.
Windows XP needs a gig of RAM to work with photos fast, and can handle up to 2 gigs. More than 2 gigs is a waste of money.

Your local PC shop will help you with this.
Just make sure you get something with the future in mind as the system you buy will be out of date in a year or so, so make sure you have room for upgrading in the future.
Memory is the key, buy as much as you can afford this is vital.
Second if you plan on playing games then buy the best graphics card you can afford.
Hope this helps, just remember to ask around don't just buy the first one you see because it looks good.

Visit a local computer shop and ask there - try and find a small shop as they usually provide better advice then the bigger shops for some reason.

Ask about bare-bone packages (come in kit form or ready made) which are just basic computer packages.

Tell the shop exactly what you want the computer for, and you should be able to get one very cheap.

A lot of people might disagree with this, but I like Dell. They usually have cheap bundles that wont cost you more than $500 for the whole system. They usually offer free shipping as well.

A P4 processor; buy one with the fastest available speed, with about 512 Mb of RAM, should do the job.

If the budget is not a problem put in I Gb if Ram.

try the mac mini. i know u said with no graphic stuff, the mac is reliable, and has a nifty app called iPhoto to store your photos from digital cameras. plus, u don't even need drivers for it, it just works. however, u do need to get a keyboard, mouse, and display for it, as it does not come with one.
