if u know some websites that u can download icon from there it's easy
icon files are .ico
u can righ click on a folder click properties
go to customize tab and selct change icon
and give your icon there
if u don't have .ico file
u must make it
u can save a picture
open it in photo editing softwares
change the size to 16*16 px
and save it as .ico file and use it by the way that i told u before

If you want to take regular small images to make icons out of (default icon size for Windows operating systems is 32x32 pixels and they have a .ico file extension) then you will have to use some type of icon creator such as Microangelo Icon Creator. You won't NEED to use this particular app, but I have heard a lot of good things about it.
If all you want is to save an existing icon for your own use, then just right click on it on the web and choose "save as" and choose your destination folder that you want to save it in.
Then if you want to change an existing desktop icon to one of the new ones, right click on the existing icon and choose properties. Then push the "change icon" button in the middle of the pop-up window (for WinXP at least) and browse to the new icon you want to use and select it.

If you mean make a link to a web site on your desktop, in Internet Explorer, navigate to the site, then click File > Send To and choose Desktop as shortcut

Assuming you have Windows XP,
Most of these require a program to enhance the GUI like Windowblinds or StyleXP. Search the internet for Windows themes or Icons. Be weary of freebies some can contain spyware or adware.
