Well... It changes frequently.

On a serious note, if your country/state observes Daylight savings, the time difference between your local time is constant (as UK observes daylight saving). Find that constant and you will know the time by looking at your local time.

Interesting fact. If you are in India, and when its daylight saving time in London, you can find the time by rotating your watch/clock 180 degree and assuming that 6 stands for 12.
