No. Scientifically, so for no such theory or invention has evolved , which suggests the way of looking in to the future. All predictable changes are 'predictions' only, and it does not mean looking in to future. All the predictions are made on the basis of certain dependable factors, and all such factors also depend on other numerous factors. This dependability makes a prediction to be called as "prediction", and not a sure "future" .
But miracles are the way science has always spelled itself. Who knows one day science can make it possible.

I don't see why there isn't, they say they can see the past in telescopes, why then can't they see the future in them? They say that because it had to have happened hundreds of millions of years or so ago if we're seeing it today in telescopes, but whats to say we aren't looking into the future? If were not looking in towards the center of the universe but outwards away from it, wouldn't we then be looking into the future instead of the past?

Only the political experts know, but it isn't really looking into the future - more like guessing at the future.

No, but perhaps there may be a device some day that could take all the events and objects in their place and determine what events may unfold.
