Submitting a site to search engine is free anyway. But if you do it this way, there is no guaranttee where your page would come up in the search result. SEO (Search Engine Optimization) can help but SEO is too complicated to explain all of it in here.
It is true that there are services that you can pay and they submit the web sites to several search engines for you. But if you have the time, you can submit your site manually.

You do not need to do anything to get the search engines to list your site - if your site is good, someone will link to it, and then the search engine robots will follow those links to your site.
Just try and get as many links to your site as possible - exchange links with other sites, etc. as some search engines (expecially google) work out how popular / relevent your site is by counting the links to your site.

There are a few free tricks that will help you with search engine traffic, I will share a brief list with you
(1) Submit your site to multiple search engines, best to do this manually
(2) Have related and regularly updated content on your site, sites with content rate higher with search engines than "plain advertising" site (no contents just ads)
(3) promote your site, by posting your website URL (web address) in your emails, related forums, groups etc to your website. Even posting your website address in your question in a site that is already indexed by search engines robots/spiders, the search engines robots automatically follow the links. Due to its regular updated content..Yahoo Answers get indexed regularly by search engines
(4) have links to related sites, inbound links and outbound links, make sure your outbound links are to related site (same field)...(to get inbound links, find a site similar to yours and email the webmaster and ask if you can exchange links)

Just ask someone who is already listed on the search engine, to put a link to your site on their site.
Next time google or whatever engine crawls your friends site, it will also crawl yours.
Also place links to your site, on boards like this one, to get even more exposure to the search engines.

use submit express, it will submit to 40+ search engines and lots of web directories.
when you go to the site below look to the right hand side of page, you see where to insert you url in the free submissons box.
