Sorry, pre-paid envelopes can only be used in their country of origin. You could send your pre-paid envelope from England to France, but not vice versa. The reason is that you have paid the Brits to perforom the service, and the French aren't going to do it gratis.
How much it costs to send the DVD depends on how much the DVD plus packaging weighs. Check with your nearest post office. Many of them sell mailers for DVDs, that make the packaging much simpler.

# 1 - No, they are only valid for posting from within the UK.
The cost of postage from the UK varies according to the destination.

Posting from France, or any other country, has to be paid in that country.
