Because the Weaselys are a pure blood wizarding family - ie no Muggles or Squibs in their ancestry

However, they choose to hang out with Muggles, Squibs, and are fascinated by the Muggles - this in the eyes of other wizards who are pure-blood is a bad thing

Thus making them Blood traitors - ie traitors against their own kind

the weasleys specially arthur weasley are interested in knowing more about the muggles n form an aliance wid them. Also they have always supported dumbeldore in his fight against voldy. Hence they have been called Blood Traitors coz they havent been True to their clan or blood

Because arthur weasly likes to know about muggles and mingles with them so they are considered as blood traitors by the pure blood

Voldie and his followers/sympathizers consider them so because while they are pure-blood, they associate with Muggle-Borns (Hermoine, anyone?) and Muggles, and Mr. Weasly is fascinated by muggles, and he also does everything he can to protect them from wizards/witchs like Voldie and his Eaters.
