Your DV camcorders should have a Firewire (IEEE) connection on it to allow you to transfer and capture video. The software it came with may not be the best, but you could always but something better like Pinnacle Studio for instance.

If you don't want to go this route, a TV card, whether internal or external would also do the trick, however some may not allow a firewire connection so you might have to use S-video or Composite, which would be of lesser quality.

It's not the video card that gives you the best quality, but the codec (method of compressing the video) that makes the real difference. A lossless compression gives you the ULTIMATE quality, because the video is totally uncompressed, but it will be a HUGE file size.

Using something like DivX should give you "good enough" video quality. Of course it all depends on where you're going to show it. Most "quality" videos today are put into a MPEG or DivX format, which looks good enough for most people.

Firewire IEEE 1394 if you have it. Then all you need to capture and edit is good software. I've used Nero, SonicMyDVD and Sony Vegas.
