My two favorites of all-time:
1) It's a Mad, Mad, Mad, Mad World (When Ethyl Merman goes down at the end, it's the funniest thing in the world!)
2) Something About Mary (I laughed so hard I cried!)

Honorable mentions:
Rat Race
Bowfinger
Dumb and Dumber
My Big Fat Greek Wedding

There are two contenders in my view for this title.
History of The World (starring Mel Brooks)
and
Oscar (starring Sylvester Stallone)

I just watched "Just Visiting" it was pretty funny. I did not hear of it till I seen it. Not an all time funny. But for a newer one I think it was pretty good.
