several things could vary the price of an advert even within the same airing of the same program in the same market (even though the "cost" of airing the ad may be identical) ...
-> quantity of ads purchased by a client (somebody buying 10 spots on 10 shows is likely to get a better rate that somebody buying just 1)
-> placement within the program (first ad in a break is more likely to be seen than an ad sandwiched between several other ads)
-> unsold spots (last minute placement that fills an unsold spot may be very cheap because a small revenue is still better than none)

yes it depends on what time of day or night the commercial is shown,
If it it during a popular viewing time,say 7pm till 9 pm,you will pay more,than a commercial running at 3am.

I would also just add that the use of an agency will have an impact on the price vs those who do not use an agency.
