It's a safety thing, like for example when you are stuck behind a slower driver on a 2 lane highway and want to pass but you can see a car ahead and aren't sure if it's coming towards you or going away. With daytime running lights you know for sure it's coming at you and it's not safe to pass.

In some states such as Florida and New York the law requires that lights be on when it is raining because it helps drivers to see each other and reduces accidents. Some people keep their lights on even when it isn't raining for the same reason, that is it helps other drivers to see them better.

Your light switch may have the option of turning on at start up or at darkness. It was decided by NSC that it is safer. How many times have you approached an auto without lights at dusk or light fog and not seen them until the auto is very close? Then you take extra precautions.

Yes, Volvo cars were the first. In the Scandinavian countries it is compulsory to have the headlights on when driving (day or night) and the accident rate in those countries are low compared to others.

It actually makes them more visible to other cars when the lights are on. Most new cars are now made with this funtion where the headlights automatically come on when the car starts.

A study was completed in Canada and found cars were more visible and thus eliminated accidents. The US automakers copied the concept and voila!
