Hi Waleed. Well very interesting question. All i know is you need to put this matter in tangible manner. So if you take a time line for the whole work task, define it with time limit and measure accordingly. As long as IT is concern effectiveness and efficiency is so import, so what you could possible do is in ur case take the first three components and make use of it with points
for instance a programmer is assigned with 3 task...completed on time 1 and out of time 2 and if his average delay is 2 days...
You may use this formula
(Assigned Task*10+On Time*10+Outof Time*5)-(Average delay*5)*%
Possible the 10 are given for his positive attitude and motivation factors and 5 were given for which would improve towards motivation and -5 for his inefficiency

What you have should be enough to get the data you need.
If I sent someone to do a 2 hour job and 8 hours later he finishes it, then there is a problem...
How ever, this is also a tool for micromanagement and it causes the employees to hate their jobs. Literally hate their jobs.
They feel as if they under a gun all day, everyday.
What if you had to fill out a time report every day and give it to your crew? You wouldn't like it if they were keeping up with you all day long...
How about the owner or the CEO,. Pres. what if they had to give a minute by minute time report to the whole company so everyone would know how much time they waste on the golf course???

Need more information:
Are all tasks the same? Are some harder than other? Will some take more time than others? Can you measure their work accurately?
To be completely honest, I doubt that you can quantify employees work. There are so many variables, and so many things that change from day to day that you can't always put a measurable value on people's work.

Ask them for input on how to rank them. 10 ITs? dang that must be a humduinger of a corp. If your System is up and running they are doing thier job, if it isnt interacting with others, then they are not. 1 IT 9 Engineers is prolly better way to get productivity.

just set them a good example, then you won't need to measure THEIR productivity. People who like their job will be good anyway. It depends a lot on the boss if employees like to do what they are supposed to do. It is no fun to work for somebody who isn't one of the team.

You can mot measure creative thinking. Most IT problems are just that.
A 'good' way, as this is a company, is to calculate how much money they generate. A project makes the company so much money, you already established how to identify how much they do... should be simple to put a $ amount on their efforts.
