Apart from "A Piece of Blue Sky" and any cult book to get them to investigate scientology even more than they do now, it would have to be the Tao Te Ching by Lao Tzu.

It is a wonderful piece of wisdom, that has stood the test of time, and has being translated into a vast number of languages many times.

Although it can also seen as wisdom and guidance for individuals, it deals with how a leader, govt. or state should act in accordance with tao (nature) and how to look after people so they are content, and so as to lessen crime and war.
