tcp/ip packet producer?

I do need a software to help me to build a TCP/IP Packet and push the packet in to the network. I'd like to study communication method offers by TCP/IP protocol. plus, the software should make me able to change TCP/IP parameters.

hping will let you craft packets, tcpdump will let you examine them.
