I would think that you would need to use a zig zag stitch on all four edges of the cross stitch fabric to prevent the fraying. There is also the Fray Check liquid that might help.

Both of the suggestions on the above answer are good. Another suggestion would be to purchase light weight iron on fusible. Fuse the entire piece before cutting to size. Not only will this stop the fraying but it will keep the stitiches from coming loose from the back as the quilt moves.
