The TARDIS is out of phase with reality so the TARDIS is never actually anywhere yet everywhere at the same time. The exterior (Police Box) that you see is a portal to it that the physical brain can recognise and therefore use... Darn - I hate Temporal Physics !!!

The TARTDIS does not actually travel. It exists in all times at once.

To collect 'void-dust' you need to be biological in nature. The TARDIS is not.
