The first does the drawings...the second gives them movement..

They are the people that do

A: the funnies in your sunday paper.. magazines, etc...

B. Movies like ICE AGE, CARS, BAMBI, etc.

I guess a cartoonist is the artist who produces the original cartoon, a cartoon animator is the artist that reproduces the cartoon to create an animated effect. They may or may not be the same person.
