Just create a web site that gets a lot of traffic in to it, hits as they say in tech jargon. Register it with Google ads. whenever some one hits the ad Google gives YOU some money.

It is bettetr to take the services of a professional to create the site

You will need a lot of tech knowledge if you want to make money from answering peoples tech. based questions.

Thirdly you have to GET STARTED, and as you get along ideas will come to you themselves

Buy/Rent a server - I recommend shared, they start from $6
Get a domain name, probably have to buy one.
No software above the ability to use notepad to edit html or to edit free downloaded templates.
Use Yahoo! Publisher or Google Adsense to make money.
Post the link on sites.

You need to learn HTML and CSS. Build you pages. Then find youself a suitable hosting plan (google it). You will generate money if you website becomes popular and you put up ads on your site.
