A good place to start, would probably be to learn to program in something like the Java programming language. Write a few little games/applets with that (you could probably play them on your phone - kinda cool).
Then learn the C programming language and use something like SDL (www.libsdl.org) to write a few games for your PC the hard(ish) way.
Then you could perhaps progress to OpenGL and C++ from there. (By this stage you'll know what you want to do anyway).
Most of all though, have fun, get into Free/Open Source and look at and play with a LOT of code.
It will be hard innitially, but it's like reading, anyone can do it, it just takes effort to learn.
You might get lucky obtaining an affordable 360 'developers kit', but don't count on it...
You could always write games for a 'next generation OS' - Linux :-) That comes with a free developers kit!

To make video game. You need the idea of course, because without ideas, no game. Then you need to learn some kind of programming language, and the graphic language of the specific platform you develop the game into.
And no, it wouldn't be hard, to make a simple games, but to make games that has awfully great graphics, you might need a team of good programmer that works for years.

attempt Googling for that guidance, you will discover loads of useful guidance. (and a few not so useful) some faculties have specific 4-12 months classes for "sport layout". maximum sport producer's wont even evaluate hiring you without that undemanding starter degree. this is not demanding, yet do not anticipate to learn it in one day or from a fly-by ability of night corporation.

You would need to be a software engineer if I'm not mistaken. The thing I do know about them for sure is that they make tons of money so it would be a good job if you have the opportunity to go to school to become one.
