Define fastest.

There is no definite set of genes that makes you superior to another. As such we cannot define speed of evolution.

You can only say that evolution is fast if there is a rapid change in one particular characteristic. For example, if a species is showing longer and longer legs in just a few generations, you can say that species is evolving for speed(but not necessarily) very fast. That says nothing about the speed of the evolution of its visual acuity, or digestive system, or some other trait for that matter.

Evolution is fastest where people are a mix of conservative and liberal becoz that set of ppl will adjust faster
