First off, Manipulation is something every human being does to get by, any time you give people new information, or refocus old information to change an output you are manipulating. What you are wondering about is probably people who manipulate you without be honest that that is what they are doing or people who play the ten thousand dirty tricks.
The sad answer is that there are folks in the world who are skilled enough to know when to stow the dirty tricks. At least in the United States there is a growing preocupation with short term benifits, and in this culture it allows folks to get away with some fairly reprehensible behavior because the long term damage just does not show up on Radar, especially if someone can be as gentile as a lamb one minute and a snarling beast when it comes round to you.
Fortunately for most people who handle manipulation in a way that gets ahead by damaging others instead of leaving them alone or improving them will come to find the road ahead of them becoming more and more unpleasant. "Once burned twice shy" the old saying goes and in a social construct we can take that to mean "once a person stabs a potential friend to get ahead that person is likely not to help in the future, or occationally create additional road blocks out of spite"
Although it is the higher, Harder road an honest "everyone wins" approach that not only benifits the enviroments around you the most it develops many of the personal skills you will need to be as successful as you need to be in this world to get where you want to go. For the Snarlers in life, work with them as you can, learn from them as you can, and otherwise get out of their way as soon as you can and keep your affairs out of their hands or influence as much as you can.
dont forget that some of the most horrific folks around are the ones you needed to listen to the most, at least a few of the snarling beasts in my past made all my current comforts possible
