We have US territories that aren't states. Puerto Rico comes to mind. The flag will not change unless these territories are made states, which has not yet come to pass.

Peurto Rico & Guam would be most likely to become states. There are also, Micronesia, American Somoa, US Virgin Islands, & DC. All are represented in Congress, though they don't get votes. DC is specifically designed not to be a state, though you could see a point in the future where the constitution is changed to allow their (as well as the other terrs) reps a vote in the House of Rep (but not the senate).Of course no stars will be added unless new states are added & congress approves a new flag.

So far as territories adding as states, that is fiarly unlikely. They are US citizens like everyone else, but don't pay as much taxes. The territories then get aid from the federal govt as though they were a state & also as though they were a foreign country. There really is little motivation for these Americans to change. There is also an issue with the smaller islands in that to become a state you must reach at least the minimum population to have a single congressional district (currently 626k) & that number goes up with every census.

The us owns several terretories...Virgin Islands, Puerto Rico, Guam, probably some others that I'm forgetting. Only the states get a star on the flag though.

Those countries or provinces will then become Democratic, thus they have to vote on whether they want to become a part of the United States or not

if those provinces decided to join the union the star amount on the flag would change
