and how can you tell when it has been cleaned before?

Cleaned coins usually have unnatural luster for the type of ware that is present in many old coins. Also, hairline scratches are often indicative of bad cleaning. Some coins are re-toned after cleaning, but again, the luster does not match coin condition. In some cases you need a trained numismatist to evaluate if the coin was cleaned. Simple magnifying glass often helps to spot obvious traces of cleaning. In general any tampering with coin, such as cleaning, mounting, polishing, etc. diminishes its original quality and thus reduces value.

Several reason, but the main reason is that it changes the orig anal state of the coin. The luster might be off,there may still be residue in the low areas. Best bet, if you have a doubt trust it & check with a reputable dealer or service

Because the "patena" (which is dirt and oxydation and all that stuff) that develops on it over time lends value to the coin.
