Under Accessories, there is a Command prompt which I think is DOS. I'm not positive, just try it.

I don't know why it's restarting so I can't be of much help, but you can still start the command prompt by making a shortcut to %windir%\system32\cmd.exe and to DOS with a shortcut to %windir%\system32\command.com.
Does this work?

Go to start then run. There type in CMD and you are in DOS. You can use your DOS commands there.
Or you can type %SystemRoot%\system32\cmd.exe in the explorer window and DOS will start up. Good Luck

that could be a virus.
go to the following website and sign up (register) (create a username and password) and post a question about it (same question you just posted on here) in their forums (in the XP forum, and possibly in the Security forum), and someone will get back to you and offer some help.

Find or click:
C:\WINDOWS\pchealth\helpctr\binaries
From binaries folder you will find 'msconfig', double click on that and click on 'Stratup' tab, now click 'Disable all', your pc need restart, after restart tick mark on 'Dont show me again'.
