It's up to them. I was pulled over once because the cop said my tail pipe was too low. After checking my license and not finding anything to charge me with, I was sent on my way. No written warning or even "Have a nice day". I was with a friend who got pulled over on a county road for driving too slow. The cop had him get out of the car and quoted statutes and harassed him for about 10 minutes just to see if he could get a reaction and charge him with something. He managed to keep his temper and we were back on the road. Again, no written warning or anything else. What ever they feel is a reason is all they need.

Yes they need a reason, but sometimes they don't have one and pull you over just because they feel like it. Then they'll make up an excuse later if they're questioned about it.
I don't hate police, some really do care about their communities, but the ones that abuse their authority are really pathetic. They'll get their due someday, though, without us having to lift a finger. God doesn't let bad people go unpunished.

They shouldn't pull you over without a reason, but they can just say you were suspicious for some reason. However, unless you are clearly breaking the law they cannot search you or your car without a warrant. If they ask you can say no.

Yes, they have to have probable cause, but that can be up to the officer's discretion so you might as well bend over and hand them the vaseline. Damn cops do what they want to do.

yes, they need a reason, but the reason can be something like they thought they saw something suspicious or some flimsy excuse like that which is basically impossible to disprove.
