when someone ask me something, but i cant remember, at that time should i say "it's not ringing any bells"??

Yes, you could. I think it's a reference to an alarm clock, when, once upon a time, alarm clocks had actual bells, rather than the synthetic beep they do nowadays. When the clock reaches the set time, its mechanism triggers an alarm bell to ring, which awakens you from your sleep. Similarly, the "mechanism" of the speaker's statement might normally sound a "bell" which would "awaken" the thought in your memory (or might do so with somebody else), but in this case it doesn't so you say "it's NOT ringing any bells".

u can also put a question on someone and ask them 'ring any bells' meaning 'u remember'

You should say "It doesn't ring any bells" instead.

Or try "I don't remember" or "I don't know".
