From the perspective of a software developer, beta testing offers a time where the developer can have one-to-one sessions with clients. This is the ideal time to find out what the users feel/think about the software, and a time for the developer to find issues with the current software. Beta software is also likely to be vulnerable to attacks. Deploying beta to a large group of "everyday people" would be a costly mistake, as it would allow attackers to find exploits relatively quickly and attack the common users. Beta environments, however, are controlled; people can find exploits, and the devleoper can fix them.
In the perspective of a common user, beta software is also a bad idea. Beta software often has bugs and has potential for instability. Even if older software has more limitations, there is usually better security and stability because it has been tested with time.
