OK this is so embarrassing for me since I'm like really clever with regards to technical stuff, especially computers and the Internet.
I can't access either of the websites listed below at all.
~ Official Website ~
http://www.frankofficial.com
OFFICIAL website of the band Frank* (who have their own TV show called Totally Frank).
~ Forum ~
http://www.frankofficial.com/forum or http://www03.mer.uk.vvhp.net/~frankofficial/forum
OFFICIAL forum (both links are for exactly the same thing).
It just sits there 'trying' to load but doesn't.
I know that the frankofficial.com website is PHP and I'm wondering if PHP websites actually don't load up if you're editing them. The forum is phpBB but this isn't loading either.
Can someone please try the links and see if they actually work or not and let me know.
Of course, 10 points will be awarded to whoever provides the BEST & MOST DETAILED reponse possible.

To answer the first part of the question:
No, they don't work; at least, not for me.
As for the second part of your statement: PHP pages *do* load when you're editing them, unless you specifically request it not to load while you're editing them. For the most part, people leave PHP pages intact while editing. The PHP file is downloaded from the server hosting the file, editied, and uploaded, replacing the PHP file. I recieved two "Network Timeout" messages and one "Connection Interrupted: No Data" message from the three links that you provided. Most likely, the server in question is either extremely busy, or offline. If it was online, but not responding to requests, you would likely recieve a "Connection refused" message via one of the lower protocol levels. In the case of a "Network Timeout," the Domain Name Service has resolved the Internet Protocol address already. A "Network Timeout" results when a server fails to send a response back in a timely manner to the client, your browser.

I did a NSLOOKUP using the name frankofficial.com and it came up with the followng IP Address: 82.197.69.251
I used this IP address in IE, and could not get web page either. I then did a ping on the address, and was successful.
I used all kinds of tools, such as, WHOIS, IPLOOKUP, etc. and was not able to glean any more information regading their website.
They seemed to be linked with a domain name that includes "off-the-shoulders", but it wasn't recognized.
Their web site could be down temporarily to internet users while they do some updates, or something similar.
I recommend trying again tomorrow.

Hi,
PHP is not the problem at least on your end. They could be having all sorts of problems. Much of it very hard to diagnose due to the hidden nature of PHP. What you see as HTML source code from a PHP driven site is the output of the php program.
The php program could be misfiring (meaning has errors in it) or it could be looking stuff up in a database and be caught in an endless loop.
results of a ping

All of this indicates that the site is legit meaning it has a server. Port 80 is responding but nothing is being returned.
The problem appears to be on their end and NOT yours
betterwhois.com has the following about the site that appears below
