Are you saying that 90 percent of the time you surf the internet you get page cannot be displayed? or ... that when you get that message 90 percent of the time you get a hit on the second try?

I often get a page cannot be displayed that corrects on the second try, sometimes on the third try.

Depends on the demand placed on the server where the web page is stored. If it can't support many multiple requests then it will deny sending info back when two hits occur almost simultaneously.

The retry usually gets there when the server can respond.

For me my percentage is about 30 percent that will display, Most of the time when I find a page that does not work it's not working because the link is dead.

The reasons could be for:

non payment,

server hardware problems that are not fixible in just a few seconds,

bandwith limits have been exceeded,

the webmaster for the site made a series of revisions and perhaps changed filenames that do not correspond to the links in the HTML code of the website.

the hosting company could have had a catastrophic fire,

you are using Microsoft's Internet Explorer.

Opera the best browser most people are NOT using :)

internet hiccup. think of it as your heart stopping when you sneeze but after you sneeze your heart starts up again. same way with the internet hiccup. usually probably your server is trying to process all the other information that other pcs on that server or internet provider and takes a quick breath to do the work. other times the web caretaker may be working on the sight but thats kinda rare.

It's with the cache. If I explain it further I might get you confused. Just refresh your browser often.
