Why is the US Government the largest employer of illegal immigrants?

And the government would still have to pay someone at least minimum wage no matter who they hired. Plus, the only reason illegals work for so little is because they are illegal and wouldn't be hired for even minimum wage.

I don't believe it, just because the media prints it dowsn't make it true. The agriculture industry in the west employs more.
