This might sound stupid, but have you tried ACMoore or Michaels or even JoAnn Fabric? They all have nice stickers and they often have country-oriented ones. Good luck!

I saw some today at Hobby Lobby. They were brightly colored on clear plastic. Can't recall the brand, though.
