While a lot here depends on your plan, it also depends on the phone you have. Since cells in foreign lands may operate in different modes or bands, you have the best chances with a tri or quad mode phone for international travel.

You have to unlock your phone from your service provider. I have T-Mobile and I did that with a phone call. Once the phone is unlocked, you can purchase a local SIM. Chances are, the SIM will be local so you can't make cheap calls to the states, but use of the phone locally.
