It depends on the person's personality and lifestyle
In general, cats are easier to take care of, but more aloof than dogs...yet they can be very loving.
Dogs are a lot of work...but are more trainable and seem more
responsive than cats, depending on the breed.
If you are not at home much, a self sufficient cat would be best.
Dogs need company, but you have a "best friend" with a dog.

I have a dog and a cat. Dog's are more complex and sphisticated creatures, which means they need and give more attention than the relatively simple minded cat. However, neither are geniuses, so it's really a matter of if you have time to give a dog the extra attention he or she will need. Keep in mind though, that dogs also GIVE more attention and react in ways that are more recongnizably human, because, like us, dogs are essentialyl gregarious pack animals that are used to working and living in tandem with others.

Definitely dogs!! I have both, but I really hate cats! My cat is the most annoying creature in the world, 5:00 in the morning, she'll start meowing. You think she wants out, but she just wants food, so you feed her and go back to bed, five minutes later, she's meowing at you for food again even though she still has plenty. That is about the time I pick her up and throw her out the door!!

Both are good for companionship, but cats are far less trouble. You can leave them while you're on vacation for a week or two. Leave enough food, water and a clean litter box. Can't do that with a dog!

Cats are better for reasons that they're cleaner, quieter, their breath doesn't stink, and they're fluffier than most dogs, so they're more pleasing to pet, and especially while they're just young kittens they're really fun to play with.
