Depends what quality you are after -

Smithfield Sunday market (between Gorton & Openshaw) has plenty of reasonable quality traders who will have a good choice.

If your looking for quality at a fair price, try ABS in Dukinfield, BMS in Dukinfield or Oldham or K&C Autofactors in Hyde.

Good luck

I don't think you will get a cheap set from a shop I have researched for my car as you don't say what make and model you are looking for these are vehicle specific so unless you are lucky to get them from a scrapyard I think you are looking at a lot of cash
the web sites below gives you some Idea of prices

I know it's not what you want to hear but you could buy a 3 sets of normal and one set of locking this may get you started at least you hopefully shouldn't get your precious wheels nicked
sorry Its not more helpful

Try looking for local (ideally independent) car mechanics around Manchester (maybe look in phone book) and see if anything comes up. If you find any, phone/go to them and ask if they have these available. If they don't, you might as well ask them if they know of anywhere that does have them.

Also, although this is a long shot, try posting a free classified ad at either http://manchester.gumtree.com or http://www.vivastreet.co.uk which might work.
