Well market research is on-going from the moment when a idea for a prodcut or service arises to find out what sort of demand is out there and which needs and wants of the potential consumers are to be fullfilled from your product or service, the research then follows on to identify your target audience and segment the market if needed. Research should also be conducted prior to the product lauch in order for it to be successful. It then continues on a preiodic basis through all the stages of Product life cycle using various research tools such as surveys, feedbacks, direct-responses etc...

market research is needed at the earliest possible stage. the research can help you determine not only if there is a need for your product or service but also help define the exact need.
Market research can include surveys or simply going to a potential customer and talking to him/her. You can also go to the store that will end up selling your product and ask the salespersons if they feel there is a need for a new widget etc

Market research is needed whenever you want to launch a new or improved product or service. It will help you determine how popular it will be and help in pricing it.
It's also helpful in gathering information on your customers. What they by and why? Where they live? How much they spend? Age? Income level? How they heard of you? etc.

Marketing research is often used to understand your target market, in terms of their demographics (age, income, geography, gender, etc.) or their psychographics (hobbies, values, preferences, etc.) Once you understand who your target market is and how they think, you can market to them much more effectively.
Marketing research is also needed whenever you want to test a new advertising concept, or even a new product or service. Before you invest thousands or even millions of dollars in launching an advertising campaign or a new product, it's best to create a survey to "test" that concept with your target market. In the case of a new product concept test, for example, you might ask survey respondents how much they would expect to pay for your product, where they would expect to buy it, what features they find most attractive, and how they would perceive your product compared to competing products.
For more information about marketing research uses, I recommend checking out one of these two websites.

Any time you need to get a feel of what the buying public is buying-or not buying.
You won't know you are being successful if you don't have a way to measure your project.
If you don't know where you are going then any road will get you there.
