To whom it may concern:

Let it be known that from this date forward all pigeons pooping on the statue of limitations must first register with the city code enforcement officer and city health officer before letting one rip. Since pigeon poop is extremely high in nitrogen and has been causing the patina of the statue of limitations to be affected, it shall be the duty of the officers aforementioned to provide the proper documentation and certification of all healthy pigeons in our town. Let it be known that any pigeon who poops without said documentation and certification risks the alternative of becoming a blind pigeon (halupkie) in someones pot.
