There is no infallible form because the Constitution of the United States was adapted to serve Americans regarding election process. The best way to have a good president is for Americans to become interested in the political process. Registered voters are not voting ! If people were paying as much attention to candidates as they are to American Idol (television show), truth would make itself known.
The best thing concerned citizens can do is to help register people to vote (if they are not already registered) and try to talk people into voting.
This is the way America was set up to work. If people do not vote, America (as we know it) will fail.

The minute you start to run for office and some one donates a large amount of money they want a favor. From small town to the world. Money makes the world go around.
