A good number of credit cards have both the features of merchant credit and cash credit, though it is the discretion of the issuing bank to extend or not the facility of cash credit to any applicant.

A few such issuers are, with both the features:

ICICI Bank, HDFC Bank, HSBC Bank, Andhra Bank, Bank of Baroda, Canara Bank......
