Because of physics, the pressure of the outside water is greater than the pressure in the body, mainly the bladder. On the same token, releasing gas will be just slightly more difficult; since methane gas is an energized concoction.

I was thinking of this yesterday at the beach. Peeing in the pool is just nasty, but when you're at the beach it's a little different (I mean, what do all the fishies and the whales and sharks do?) So when I had to pee, I couldn't. It's like I really had to focus, and get my mindset right. Maybe my mother taught me to be more of a lady than that (of course, I know for a fact she has pee'd in the ocean many times) but I think it's a psychological thing.

I have to go to the bathroom now.

It's the way your mind and senses perceive the pool. You know you aren't "allowed to" piss in the pool, so mentally you cannot do this incontrovertibly with the way your mind allows you to think.
You can try this anywhere other than a toilet because you know you shouldn't be doing it. It will be hard to pee anywhere. However, the toilet is a place your subconscious mind will allow you to do things almost involuntary.

when my girlfriend gets in and the water is cold it always makes her have to pee and she has no problem letting it out in the pool when she needs to go

It could be psychological. Due to lifelong repetition, many people associate the visual signal of the toilet bowl with urination so strongly that they literally cannot go anywhere else. Maybe a lesser version of that?

i agree with ben Q. there is really no physical reason that makes it hard, it could be because of a shy bladder or fear of someone finding out...
