Ok, if you are using outlook or outlook express or another email program on your computer, you have an option to turn receipts on.
to do this, start a new mail message in outlook, click on options, this will open a "message options" window, check the box next to request a read receipt for this message. Once the person reads the message you will be notified.
I do not believe that hotmail or yahoo offer these features, but you can have outlook manage your email from these accounts and then turn on receipts. Hope this helps

outlook and I believe express will allow tracking, by sending a read receipt. some other mail clients will also. There is also a company for a fee will track it very well. I am not sure of the name . . .something like postagestamp.com.

Although there are some "return receipt" functions provided by E-mail software, none of them is really reliable. (I assume you know that it is trivially easy to forge E-mail headers, like "From: ".)
Really the best way is either to ask for a reply, or telephone the person and ask them.

If you have AOL and they have it , you can verify if it was read. Another way is to send them an e-card -like from hallmark. There's a box to check if you want to be notified when your card gets read .Then you will receive an e-mail saying the card was read .

if you're on AOL click on sent mail, then right click an email you want to see, click status, it will tell you if it was read, not yet read or deleted.
