In your teens (or earlier) you should start with sunscreen.
20s/30s, use a good moisturizer and eye cream day and night.
40s, you can get more serious, i.e. expensive, products.

Mary Kay has a very good line of skincare products, I love the firming eye cream, it really does what it says on the package. Also you can try their miracle set, wonderful product. 100% customer guarantee and free shipping. give it a try you have noting to loose.

Try oil of olay or ponds
I used to work in health care and all the old ladies with great skin swore by ponds
Most people start to use them in their 30's

based on what you said, I suggest you do something about your lifestyle
it's either you have bad genes or you just don't know how to take care of your skin
try getting enough sleep, drinking lots of water, and don't forget exercise and proper diet
don't just use any product, consult a dermatologist.
