Anytime. I did that for a complete stranger in a bar before I even saw that Seinfeld episode. Somehow when I heard, "Spare a square?" and saw her hand under the stall I knew what she wanted. This is just common courtesy.

most certainly. I have been in that predicament myself before. Unfortunately no one was around to help me so i ripped apart the cardboard roll and used that until i was dry enough to go to the next stall and do a better job.
