not sure about the pain thing, but I've heard if you get it on your lower back it can cause complications when/if you go through child birth because they usually administer some pain killers in that region and they can't do it if you have a tatoo. Not exactly sure how that works though..
and if your actually getting a tatoo you shouldn't be asking other people what to get. you need to decide for yourself because its going to be on your body forever and you dont want to end up regretting it. make sure you know exactly what you want before you go and make sure that you are happy with your choice 100%. you can stop in at local tatoo parlours and browse at what they have to offer.

Find one that inspires you - something that is unique just for you that means something to you. Remember that it is for life, so don't make you decision lightly. Take your time and find the right one for you. You can always have someone design one just for you that way nobody else will ever have the same one as you.
As far as the place that would hurt the least.... Any tattoo will hurt somewhat. I have 6 tattoos in various places, and I think it all depends on your threshold for pain. Its really not that bad. Just be prepared for the worst, then it won't be as bad as you thought that it would be.
Don't forget to check out several different tattoo shops and make sure you find the most reputable one that sterilizes everything properly before you make your final decision.

Your tat should be a reflection of you. Nobody can tell you what you should get. I will however give you this much when you decide what it is you want remember that even though they are more accepted today it should still be placed where you can hide it for job interest- but visible only when you want it to be.
As far as the pain it will only hurt in the tender spots for a small amount of time.

Get a henna tattoo or something temporary instead. Then you can constantly change it as your mood changes. Cute and simple or big and wild. You can place it anywhere and not worry about the pain. Have fun with it.

Get a yellow road sign on the inside of your thigh that says slippery when wet.

You should get a tattoo that you like. I only have two, one on my upper back and one on my calf. The one on my back hurt less than the one on my leg. If you get it anywhere on bone, it will hurt like hell! Get it put someplace beefy!

Get one that says, "I am not original, I can't think of what kind of tattoo to get."
Put it backwards on your forehead so you can read it in the mirror. That will be cool!!

where there isnt a bone close to the skin is where it wont hurt the most if you get it on your ankle then it will hurt like hell, but dont get it somewhere tender!!!
