Wait until Windows Vista comes out in Jan.-Feb. 2007 and get the Home Basic Edition, and Office 2007. It'll be better that way, because Vista will correct alot of the issues the you run into with Xp and it's easier to use and more stable (crashes less). It is also more secure. I'd get a computer with an Intel Core 2 Duo proccessor and atleast 2 gigs of RAM to ensure the abillity to upgrade to what ever Windows version comeout after Vista. Dell would be a good place to get a PC from, although their PC's are built cheaply. Another good choice would be IBM.

The bugs are out of Windows Xp. A Vista machine is gonna cost. Some machines will soon be sold with a upgrade to Windows Vista as part of the package. But until all of the Kinks are worked out of Vista and all hardware comes out with windows vista drivers I would stick with a Windows Xp machine and Office before version 2007. Office 2007 has major format changes it looks entirely different. There is a free Beta version of Office 2007. I don't use office programs enough to know if the changes are worth the time and effort to learn office 2007.

Can not tell the specifics of your machine from your question, nor can I tell what you're using the machine for. If you are using it for simple word processing, spreadsheets, balance the check book, e-mail, check CNN.com, then you will be fine for a few years to come. I still using a computer that I purchased back in 1997 with a PIII running at 550MHz which serves me well to this day. The only areas where it is lacking is in video capability and processor speed.
Now if you are doing a lot if digital photos and post processing, then you'll need a system with a fast processor and capacity for adding RAM. If you have that now, then you really shouldn't have to purchase a new machine. If in the event you find that you do need to upgrade, try to stay away from the low end systems with things like built-in graphics, sound, and connectivity. These are areas where technology changes and where you can swap out a card and your back on the cutting edge. Also look for systems that allow you room to grow for physical memory (RAM). With operating systems and code in general getting bigger and bigger, having the ability to add RAM will never be a mistake.

If your old rig is running well; and the fans run quietly; you are doing just fine.
But you should have 256MB of RAM or more. You should have a 1GHz Pentium III. You should be making regular backups.
The good news is this. If you buy a terrific desktop with a Pentium IV processor at somewhere near 3GHz speed, with an 800 FSB, 80-GB Hard drive and 1GB of RAM, CD or DVD Burner and 17 or 19 inch Flat Panel LCD monitor... it should cost somewhere under $1000. If you watch for deals at DELL, you will probably BAG IT for about $850.
One note of caution. Windows Vista will arrive soon. I do not think that you want to be the FIRST on the block with it. Delay your whole process for another year if it comes out before your new one. The idea is that you would want to BUY Windows Vista PRE-LOADED on that computer. You would not want to go through the UPGRADE HASSLE with Windows Vista.
In the meantime, keep learning more about how to take care of it.

Well, you should wait until probably the begining of next year when Windows Vista is released. Then you can upgrade to Office 2007 which has great features.

It all depends on what you are using the computer for. I know people who are running Windows 95. If you really need a new one, wait till the new system comes out. As far as office is concerned, as long as it is getting the work done why bother?

You could wait until MS new OS, Vista comes out. If you do, you run the risk of getting it when it's still buggy. If it's like every other "new release" there'll be a period of tweaking before they get it right. Might pay to wait until early 2008.
