establishing a new character would take time and money... much easier to take an established name and make a dramatic change.
If they wanted to make something New and actually PC why not a new character that was UGLY! or at least a female with NORMAL sized breasts.

No, no, no... you misread that. You mean BATWOMAN, NOT Batgirl. Batgirl is her niece... She was a character of the old comics but was dropped in the 60's along with Batgirl and was always thought of as a "lipstick lesbian"... she always tried to hide it by dating guys, but it was pretty evident to those around her. Anyway, she was brought back for good into the pages of comics and animations... but nothing to serious as far as character development. NOW, Marvel has decided to devote a series to her, and prying deeper into her personal life by focusing on her sexuality and a lesbian. I guess since homosexuality is more mainstream and accepted than in the past, the creator's original ideas can now be put into effect without censorship. The comic world was subject to censorship against anything violent, homosexual, or anti establishment for a long time, requiring a seal of approval before printing of any issue. So, now that the bans and censorships no longer apply, Batwoman can be herself and come out to her peers... so, to answer your question, it was not "decided" recently, as her sexual preference was alredy established when she was first created...

It is actually a new character called Batwoman, not Batgirl. She is Kate Kane, a character introduced in the series "52".
And they probably want the DC universe to have a balance of people with different races and lifestyles, just like real big city life.

Exactly for that reason.
If I introduce Lizard Girl or Birdwoman and she has sapphic tendancies, you will reject her and she dies a lonely death on the pages of some forgotton comic book.
Batgirl, an established character, comes out of the closet and it's going to be harder to reject her.
and since boys/men buy most of the comics, they will look for clues, as she still is a fetching babe, and hope that she and Wonder Woman will get together, really, really soon.

It's not batgirl it's Catwoman. They are trying to tape into and different reader group and at the same time bring some characters into the new millennium.

Because they are not making the money they could be making by attracting a gay/lesbian audience. It also appeals to heterosexual men and revives their interest in the comic.
