Lowering the qualifications for the death penalty. Sterilizing all with IQs under 70 and those that do not graduate from the 6th grade by the time they are 14 yo. Limiting those with the most common (or those that cost the nation the most) diseases to one offspring.

It's people. Unfortunately, too many nations have rotten leaders who have nothing in common with the average person. I personally don't dislike any one nation but I do dislike certain governments, my own included (Canada). I've been fortunate to meet some people from other countries and find they can be very pleasant.
